About

In 2022, Colorado Attorney General Phil Weiser and the Colorado Department of Law announced a historic settlement with major drug manufacturers that resulted in $400 million in opioid settlement dollars for the state. The Mesa County Regional Opioid Abatement Council (ROAC) has been receiving a portion of these settlement funds to address critical needs in the community. The ROAC continues its efforts to combat the opioid epidemic by funding local programs within the following focus areas: Treatment, Prevention, Recovery, Education, First Responders, Leadership, Planning, and Coordination, Training, and Research. Since January 2023, the ROAC has allocated over 1 million dollars to over a dozen local programs. ROAC grant cycles emphasize supporting projects that address the diverse needs of the region. Proposals will be evaluated based on their potential impact, feasibility, outcomes, and alignment with the ROAC’s goals and objectives. United Way of Mesa County acts as grant administrator for these funds.

Purpose:

The Regional Opioid Abatement Council administers the regional and local government shares of Opioid Settlement funds. It was established in response to the Colorado Opioids Settlement Memorandum of Understanding, dated August 26, 2021. 

Authority:

The Regional Council has the authority to decide how funds allocated to the region shall be distributed, in accordance with the Colorado MOU, and shall authorize the fiscal agent to execute agreements accordingly. 

Transparency: 

The Regional Council shall operate with all reasonable transparency and abide by all Colorado laws relating to open records and meetings.

Counseling and Education Center

Professional Counseling for Those Affected by Substance Abuse

  • Achieve Behavioral Health Entity (BHE) status through the Colorado Behavioral Health Administration (BHA)
  • Train one staff therapist to obtain licensure or certification as an addictions counselor (LAC, CAS, or CAT).
  • Support salaries for therapists at the new location, with funding allocated proportionally to the number of clients affected by substance abuse.
  • Cover additional operating costs associated with expanding the program to the second location.

Good Samaritan Clinic

  • Support a Lunch and Learn event for local providers during National Addiction Treatment Week on new and emerging treatments for SUD
  • Send 3 providers to the American Society of Addiction Medicine’s conference in Denver in 2025
  • Sustain the free clinic’s operations, including:
    • Salaries for 2 part-time employees
    • Essential supplies

Lighthouse Program

  • Cover salaries/benefits for two FT Case Managers to serve 725 youth and their families during FY 2025 – FY 2027

Loving Beyond Understanding

LGBTQ+ Support Services, Programming & Center

  • Continue and expand the programs at The Center and The Center on 9th. Programs include activity groups, from pre-teen youth to older adults in Grand Junction and surrounding rural communities. Provide transportation, security, books and art supplies, resource navigation, and trained staff who connect people to treatment and support

Loving Beyond Understanding

LGBTQ+ Peer Recovery Specialist Training & Certification

  • Continue the Peer Specialist training for 20 Peers each year.
  • Practicum supervision for Peers.

Mesa County Partners

  • Case Manager and Mentor/Case Manager salary
  • Resources for youth
  • Vehicle Maintenance/Insurance/Fuel
  • Summer Volunteer Work Program to provide assistance to a minimum of 40 youth annually, ensuring access to needed resources, with a demonstrated reduction in school-related issues (e.g., suspensions, office referrals for minor infractions, truancy) and improved navigation of healthy relationships with peers and teachers.

  • Hire a Full-Time Peer Coach Supervisor
  • Employ a Full-Time Peer Recovery Coach specializing in young adult and teen support
  • Hire a Part-Time Recovery Through Fitness Peer Coach
  • Acquire curriculum books to support program delivery
  • Cover costs for program activities including supplies and materials
  • Provide childcare assistance
  • Cover costs for staff training and development
  • Implement Contingency Management rewards for participants

Riverside Education Centers

Building Youth Resistance to Opioid/Substance abuse and Criminal Activity Through Prevention Education, Engagement and Mentoring

  • Support after-school prevention education programs for 1,200 K-12 students at 15 sites

Sober Alternative Fun Entertainment (S.A.F.E)

CMU Peer Recovery & Prevention Initiative (Expansion)

  • Expand the Collegiate Recovery Community (CRC) Partnership Program at Colorado Mesa University (CMU)
  • Host 12 annual substance-free events
  • Train 40 peer support specialists
  • Distribute 300 Naloxone kits
  • Provide 50 hours of peer supervision per participant
  • Enhance recovery support, harm reduction, and peer-delivered care coordination on campus
  • Leverage new funding to scale impact and strengthen recovery resources at CMU
